  • Cambodia and Singapore to Strengthen and Expand Bilateral Cooperation

    Cambodia and Singapore will further strengthen and expand their bilateral cooperation in the fields of politics, trade, economy, defence, security, energy and Tourism. This is the spirit of the bilateral meeting between Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of Cambodia, and his Singaporean counterpart H.E. Lee Hsien Loong in Melbourne on Mar. 5, on the sidelines of the ASEAN-Australia Special Summit to commemorate the 50th Anniversary of ASEAN-Australia Dialogue Relations. In the meeting, both leaders recalled their first meeting at the 43rd ASEAN Summit in Jakarta, Indonesia in September 2023, and discussed the cooperation in key areas such as politics, trade and economy, tourism, energy security, and defence and security. They also exchanged views on the promotion of cooperation on high-level exchanges of visit, connectivity, people-to-people relations, and so on. In political sector, the two leaders noted the importance and benefits of resuming political consultations and agreed to push for a second round of political consultations between Cambodia and Singapore in the near future. For trade and economy, the two leaders agreed to promote better relations by encouraging cooperation between relevant ministries and institutions of the two countries for initiatives and specific actions. The two leaders also agreed to boost defence and security cooperation, which contributes to the fight against cybercrime, online gambling, etc. Regarding energy security, Samdech Thipadei Hun Manet informed his Singaporean counterpart that during the recent meeting with the Prime Minister of Malaysia, the Malaysian side agreed and supported the submarine power transmission project (Laos-Cambodia-Singapore) across the Malaysian seabed.   • Cambodia’s VERIFY.GOV.KH Wins Gold in ASEAN Digital Awards 2024

    VERIFY.GOV.KH—the Cambodian Government’s document verification platform developed by Cambodia’s Ministry of Post and Telecommunications (MPTC)—wins a Gold Medal in the ASEAN Digital Awards 2024 hosted in Singapore under the auspices of the 4th ASEAN Digital Ministers Meeting (ADGMIN) on Feb. 1, 2024. The 4th ADGMIN is attended by Digital Ministers from ASEAN Member States; Timor-Leste; ASEAN partners including, the Republic of Korea, China, Japan, India, and the United States; as well as the International Telecommunications Union. According to an MPTC’s press release issued this evening, in this year’s edition of the ASEAN Digital Awards, 125 top-performing digital products, services, and programmes from the 10 AMS have been submitted for consideration. Through multiple rounds of elimination, VERIFY.GOV.KH—as the government’s official platform for document verification—has been selected as Cambodia’s submission for the Public Sector category and has made its way through to the final round. After the final presentation against other finalists, VERIFY.GOV.KH wins the Gold Medal in the Public Sector Category, officially being recognised as the most distinguished digital solution for delivering public services in ASEAN for 2024. “This is the first time a Cambodian solution has received the Gold Medal in the Public Sector category of the ASEAN Digital Awards. This award is testament to the fruitful labour of MPTC and the Digital Government Committee (DGC) in developing digital solutions for better public service delivery, for our product has evidently received not only domestic recognition, but also regional recognition as the most outstanding public sector digital solution in ASEAN,” said delightfully H.E. CHEA Vandeth, Minister of Post and Telecommunications and President of DGC. “This success demonstrates more clearly that VERIFY.GOV.KH’s scope should be expanded not only within Cambodia, but also in the region – particularly as a collective mechanism for cross-border document verification among AMSs for verification of trade documents and other official documents, rendering paper originals and notarization of copies no longer necessary. Such collective action will bring ASEAN Member States another step closer to our collective aspiration of unleashing the potential of digital technologies, and MPTC is committed to contribute to this collective journey,” he continued. The ASEAN Digital Awards has 6 categories: (1) Public Sector, (2) Private Sector, (3) Digital Inclusivity, (4) Digital Content, (5) Digital Start-Up, and (6) Digital Innovation, said the press release, adding that in the Public Sector category this year, Thailand’s digital health data system won Silver, and Singapore’s Digital Birth and Death Certificate initiative won Bronze.   • Cambodia, Singapore Set Up Financial Transparency Corridor to Support SMEs

    Cambodia and Singapore have reached a deal on setting up the Financial Transparency Corridor (FTC) initiative, facilitating trade and cross-border related financial services between small and medium-sized enterprises (SMEs) in the two countries. The National Bank of Cambodia (NBC) and the Monetary Authority of Singapore (MAS) signed the memorandum of understanding on July 11, 2023. Under the FTC, a Singapore financial institution, in assessing financing support for a Singapore SME buyer's cross-border business with a Cambodian SME seller, can utilise the FTC to acquire trusted information from a Cambodian financial institution on the Cambodian SME seller. Similarly, a Cambodian financial institution supporting a Cambodian seller can obtain trusted information on the Singapore buyer through the FTC. “Through such enhanced information flows, this can help SMEs in Singapore and Cambodia access broader digital trade networks such as the Business Sans Border Proxtera global network, and provide SMEs with greater trade connectivity within ASEAN and other growth regions,” NBC’s press release said. H.E. Dr. Chea Serey, NBC Deputy Governor, said that in March (2023), Singapore and Cambodia collaborated on cross-border sharing of individual consumer credit profiles that makes it easier for citizens from both countries to access financial services in their country of residence. The creation of the Financial Transparency Corridor will further extend the two countries' cross-border information sharing to businesses and SMES, she said. “SMEs are the backbones of the Cambodian and Singaporean economies and their abilities to access financing beyond the border will greatly help them grow their operations and better contribute to both countries' economic growth,” she said. Mr. Sopnendu Mohanty, MAS’ Chief FinTech Officer, said the Financial Transparency Corridor will support open trade flows for businesses, in particular SMEs, through enhancing financial trust data for financial services between Singapore and Cambodia. “This will lead to closer partnerships between our financial centres for better products and innovative solutions, and stronger growth together for our economies in the global digital economy,” he said.
